Putting Boots on Ground in Syria Could Be 'Quicksand' for S. Arabia 
According to Defense News, Syria would become “quicksand” for Saudi Arabia, if Riyadh puts boots on the ground in the war-torn country. The Saudis, currently involved in a military conflict in Yemen, will quickly face a lack of resources in conducting two large-scale operations.
“Saudi Arabia should be careful not to overstretch its military and diplomatic efforts, as Syria could be "quicksand" for them,” Paul Sullivan, National Defense University professor said, quoted by Defense News.
Some experts believe that Saudi Special Forces are well prepared and could be deployed in Turkey for a brief time period, in preparation for a further operation Syria.
"Their ability is to move in quickly and establish local partnerships. It’s modeled after the American approach. They are elite units. They are fast and mobile and with a full-spectrum capability to move and operate on short notice,” Oubai Shabandar, a former Pentagon official, stated.
Analysts note that the lack of combat experience for much of the Saudi military could hamper Riyadh’s plans.
“With only partial, previous combat experience, it is unlikely there will be enough [Saudi] troops ready and capable of contributing to both theaters [in Syria and Yemen],” Matthew Hedges, an expert in Middle Eastern military security, said.
The situation in Syria is markedly different from that in Yemen. Geopolitical factors, including the involvement of Russia and Iran, complicate matters for the Saudis, Defense News noted.
Shabandar underscored that Riyadh could not carry out two operations simultaneously without the military support of its allies.
"A full-fledged Turkish-Arab conventional force incursion into northern Syria requires either a NATO air umbrella or international coalition support," he asserted.
Jordan and Kuwait, two allies of Riyadh from the Persian Gulf Cooperation Council, announced they would not take part in military operations in Syria, whether led by Saudis or Turks. Jordan stated that it would send troops to Syria, if the operation was approved by the UN and coordinated with Russia. Kuwait stressed that its constitution prohibits its country’s military from taking part in any fighting except that of a defensive nature.
A major question remains regarding the ongoing civil war in Syria, that of whether further intervention will help or hamper Daesh (ISIL). Other unknowns include delineating an exit strategy and a creating a roadmap to rebuild the country after the war ends, Defense News said.

The UAE warplanes' raid on pro-Saudi militia targets in Lahij came just one day after Saudi fighter jets in a similar move pounded a UAE military convoy, killing two UAE military servicemen.
The differences between the UAE and Saudi Arabia in Yemen have heightened after the UAE replaced its soldiers with Blackwater mercenaries which faced the stern oppositions of the Riyadh government.
As a result, fugitive President Mansour Hadi and his Prime Minister Khaled Bahah have been running a feud for the past several months, and their differences grew noisy when a number of Saudi officials worked out a plan to replace the former president with his premier - who had both fled to Saudi Arabia then - in order to encourage the revolutionary forces back in Yemen to work with him and allow him to start a new government.
Political observers believe that the quarrel between Hadi and his prime minister derives from the underlying row between Saudi Arabia as supporter of Hadi and UAE as supporter of Bahah.
Meantime, Lahij and Aden provinces have been the scenes of numerous attacks against pro-Hadi forces; the latest case was assassination of Aden governor Ja'afar Saeed.
In a relevant development in late December, Hadi's palace in Aden came under siege by his opponents, forcing him to flee Yemen to Saudi Arabia again.
A newly-formed militant group calling itself 'Southern Yemen's Resistance Forces' had besieged Hadi's place of residence in Aden, Arab media outlets reported on December 23.
Political analysts speculate that the siege of Hadi's palace had taken place with the green light of the United Arab Emirates as a result of a row between the UAE and Saudi Arabia over Hadi and his prime minister.
The speculations came as the UAE Crown Prince Mohammed bin Zayed had met the leaders of Southern Yemen, including a senior Yemeni Salafi leader Hani bin Barik, in Abu Dhabi.

The military sources said that the Syrian air force destroyed positions and vehicles belonging to the ISIL and other terrorist groups in the villages of al-Rik, Abu Tirraha and Unq al-Hawa, inflicting heavy loss and damage on them.
 
The sources added that the ISIL terrorists also suffered heavy losses and damage in the airstrikes carried out by the Syrian warplanes against their center points and positions in the ancient city of Palmyra (Tadmur), al-Kassara area and al-Quaryatayn village in the Eastern and Southeastern regions of the province.
In another development in Northern regions of Homs Province, the Syrian air force jets destroyed positions and several vehicles of ISIL Takfiri terrorists during intensive bombardments of the areas controlled by the militants in East of al-Ghantou and Um al-Rish villages.
On Monday, the Syrian air force pounded military positions of the terrorists in Talbiseh town and several their structures were razed down by the Syrian army.
The Syrian army also destroyed the military hardware of the militants in Ein Hossein village in Homs province.
Meantime, scores of terrorists were killed and injured in clashes with the Syrian army around Jabourin village in Homs province.

The popular fighters won back Tal Rifat strategic city in the Northern part of Aleppo province.
Scores of terrorists were killed and injured as the army was purging them from the newly captured areas in Aleppo province.
The Syrian army, popular forces and resistance forces also continued their military gains in other key provinces across Syria, inflicting heavy losses on them.
Aleppo
The Syrian Kurdish fighters, known as the People’s Protection Units (YPG), continued to advance against the militant groups in the Northern part of Aleppo near the newly-liberated city of Tal Rifat and won back five more villages after killing a top militant commander in the strategic overnight.
"The Kurdish fighters drove the militant groups back from their positions in the villages of Ahras, Ein Daqnah, Sheikh Halal, Masqan, Sawama'a Jabraein and Kafar Naya after pushing the terrorists back from Tel Rifat in Northern Aleppo province last night," sources said.
"Hakim Hadbah Abu Ali, one of the senior commanders of Jeish al-Fatah terrorist group in the Northern battlefields of Aleppo, was killed in the battle with the Kurdish fighters in Tal Rifat," the sources added.
"The militant groups left behind scores of dead and wounded members and fled the battlefront to evade more casualties," they went on to say.
"In the meantime, the Syrian army and its allies seized back a key village in the Eastern part of Aleppo province," the sources said.
On Monday night, the YPG, who have recently bonded with the government, prevailed over the terrorists in the highly strategic city of Tal Rifat in Northern Aleppo and captured the city.
The YPG, who enjoyed the Russian air backup, prevailed the terrorists' positions from the Western direction and shook hand with other Kurdish troops who entered the town from the North.
The YPG Kurds have recently bonded with the Damascus government. The Syrian army sent several arms cargoes to the YPG troops in the Northeastern province of Hasaka and trained the first group of Kurdish volunteer forces in the provincial capital city of Hasaka last week.
Meantime, the Syrian army continued its advances in Eastern Aleppo by seizing back two strategic villages and their surrounding areas in fierce clashes with the militants.
The army units took full control of al-Tayyeba village and its surrounding farms.
The Syrian army also won back Abu Zaneh village, Abu Zaneh hilltop and the surrounding farms which are only 300 meters from the thermal power plant.
Taking back al-Tayyeba and Abu Zaneh villages which are very close to Aleppo thermal power plant will pave the way for taking it back from the militants.
Lattakia
The Syrian Army's artillery units targeted the militant groups' positions in the Northern part of the coastal province of Lattakia, inflicting major casualties on the terrorists.
The militant groups' concentration centers near the small towns of Kinsibba in Lattakia and Bidama in Idlib provinces came under the missive shelling of the Syrian army's artillery units, which claimed the lives of many militants.
The Syrian air force pounded and destroyed the terrorists' military positions and hardware in Lattakia province.
The militants' positions were razed down by the Syrian army in Kinsibba town, Ein al-Quntra town, al-Sheikh Youssef region and Ruweisat al-Moqanas area in the Northern part of Lattakia province.
Idlib
The Syrian army's artillery units hit the terrorists' military positions in Idlib province on Monday.
The militants' gathering centers in Jisr al-Shoughor city in Idlib countryside were hit hard by the army and the terrorists sustained heavy casualties and losses.
Meantime, the Syrian air force struck the militants' military positions and fortifications in Ma'askar al-Hamidiyah in Southern al-Hamidiyah region, Maarat al-Nu'aman, surrounding areas of al-Rakaya, Kafr Sijneh and the surrounding regions of Ma'arzita village in the Southern part of Idlib province.
Dara'a
The Syrian Army troops hit the militants' centers hard across the neighborhoods of Dara'a city and near a town in the Eastern part of province, destroying the terrorists' military grid in large scale.
The Syrian soldiers attacked al-Qaeda-affiliated al-Nusra Front's positions near the town of Busra al-Sham in the Eastern part of the province, killed at least 10 militants and destroyed their weapons and vehicles.
In the meantime, the army men engaged in fierce clashes with the militant groups in al-Karak, al-Abbasiyeh, Busra square and al-Nazehin camp in Dara'a city, which claimed the lives of several militants.
Hama
The Syrian fighter jets, in a fresh round of combat sorties on Monday, targeted the concentration centers of ISIL and Jeish al-Fatah militant groups in the Eastern and Northern parts of Hama province respectively, inflicting a heavy death toll on the terrorists.
The ISIL strongholds near the village of Rahjan in the Eastern part of Hama came under the missive strikes of the Syrian air fleet, leaving tens of the terrorists dead or wounded.
In the meantime, the Syrian army's aircraft pounded the gathering centers of Jeish al-Fatah around the towns of Kafr Nabouda and al-Lataminah in the Northern territories of Hama province, which ended in the killing and wounding of many militants.
Deir Ezzur
The Russian fighter jets continued pounding the ISIL's positions across Deir Ezzur province in Eastern Syria, killing a large number of militants, including its trophy emir.
Ramazan al-Jabarra, ISIL's trophy emir, was killed in the Russian airstrikes on the ISIL's headquarters in Deir Ezzur province.
Meantime, the Syrian army conducted fresh military operations against the terrorist groups in the Western and Northern parts of Deir Ezzur province, and destroyed the militants' positions and their military hardware.
The ISIL's gathering centers were destroyed in the army's operations near the water station of Mhimideh town and Safira Tahtani village.
The Syrian army also targeted the terrorists' military positions in al-Bukamal town to the Southeast of Deir Ezzur city.
The ISIL's machineguns were destroyed in al-Kitf area and two military vehicles equipped with machineguns and ammunition depot were also eliminated in the army's operations.
The Syrian air force also destroyed the military hardware of the militants in al-Mura'yeh and Baqaliyeh villages located to the West of Deir Ezzur military airport.
The Syrian army destroyed the military positions of the ISIL terrorist group in Deir Ezzur province, killing tens of terrorists, including senior commanders, in heavy clashes.
At least 71 militants were killed and 81 others were injured in the Syrian army's attacks in al-Hamidiyeh, al-Aradi and al-Roshdiyeh neighborhoods of Deir Ezzur city on Monday.
An ISIL commander with Libyan nationality nicknamed Abu Islam al-Baghdadi and five of his deputies were among the terrorists killed in al-Hamidiyeh neighborhood. 
On Sunday, the Syrian army stormed the ISIL gatherings in al-Roshdiyeh, al-Hwaiqa, al-Hamidiyeh, the old airport, al-Ma'amel roundabout and al-Rafasa, which ended in the killing or wounding of several militants.
The ISIL positions near the village of al-Mura'yeh in the Eastern part of the province came under the offensive of the Syrian army.
The ISIL terrorists' weapons and ammunition were badly damaged in the attack.

Turkey 'Completes' Bloody Military Operation in Kurdish Town of Cizre 
“The operations in Cizre were completed in a very successful fashion,” Turkish Interior Minister Efkan Ala told local media without going into details, RT reported.
“The curfew will continue for a while longer. There are traps and mines in certain areas that could harm people. Closing the ditches and removing barricades will take a bit of time,” he added.
Last week, Ala said the operation was “99.5 percent complete” and would not be expanded.
Turkey launched its military operation in the southeastern part of the country in July of 2015, breaking a ceasefire signed in 2013. Turkish security forces entered a number of Kurdish settlements in armored vehicles to take on PKK fighters, but civilians were caught up in the conflict as well as.
One of the most outrageous episodes in the operation saw Turkish forces trapping dozens of people in the basement of a building in Cizre, blocking their access to food and medical supplies, according to the oppositionary Peoples’ Democratic Party (HDP). The dire situation triggered several Kurdish protests across Europe.
On Friday, HDP said that at least 79 civilians had died as a result of the fighting, and another 66 bodies were either entombed in a basement or waiting in a morgue to be identified, Reuters reported.
Earlier on Monday, Turkish state channel TRT announced that 60 “terrorists” had been killed in a Cizre basement. The figure was later downplayed, but nonetheless triggered allegations that a cold-blooded massacre had occurred.
Fighting also erupted in the city of Diyarbakir, known as the unofficial capital of the Turkish Kurds, which resulted in at least 23 people being killed in street clashes.
Turkey’s General Staff claimed that Turkish forces killed more than 700 PKK rebels during the offensive in the southeastern districts of Cizre and Sur.
At the same time, Amnesty International reported that at least 150 civilians, including women in children, were killed in the Turkish operation, and that over 200,000 lives had been put at risk.
Two weeks ago, the Turkish Human Rights Foundation said that at least 198 civilians, including 39 children, had been killed in the area since August.
The PKK was founded in 1978 and began its armed struggle with Turkey in 1984. Some 45,000 people have since perished in the conflict.

Mohammed Uddin, 29, who preferred to call himself “Supaman” online, had worked as a security guard in Essex. He was sentenced to prison after pleading guilty to preparing terrorist attacks, although initially he awkwardly tried to lie about “falling asleep” on a Turkish bus, RT reported.
Uddin left for Syria in November with plans to fight for Islamic State (IS, previously ISIS/ISIL). Once inside an ISIL training camp, Uddin boasted of how easy it was to cross the border from Turkey into Syria, as revealed in messages sent to his friend.
“Lol bro, it's soo easy to get in man, especially during the day, alhamdulillah, we walked in, no running bro. Don't worry inshallah, don't stress about getting in here. It's p*** easy,” the message said, as quoted by the Daily Mail. “When u cross over, the mens maqqa [residence] is shared and tough man, especially with this weather. I wud recommend good trainers u can wear/take off.”
Reportedly, the friend also had plans to join Uddin in Syria, but police raided his home before he could leave.
Messages then reveal how quickly Uddin became disillusioned with his idea of jihad and Islamic State, complaining about the harsh conditions at the training camp.
“I wanna get out of here now. I've had enuff. Lol, this isn't the jihad or system we thought we'd like to see [sic].”
“I suggest u prepare urself by using cold water for everything too and be ready for stinky shared toilets, not clean lol.”
Other messages said:
“U need to get used to the cold water and no electricity. Everyday use cold water, u will probably get your first shower when u get to your mudhafa [annex]. The house u stay in before the muaskar [training camp]. It's tough bro lol, A LOT of patience is required [sic].”
“Start eating small amounts of food to get used to it, because u will be sharing your food as soon as u arrive. Bland food btw lol.”
The naïve recruit also had all his electronic devises and passport seized by ISIL members, soon after he was stationed in Aleppo, Syria.
In December, Turkish authorities detained Uddin near the Syrian border without any ID.
Upon his rerun to the UK, he was stopped by counter-terrorism officers at Gatwick Airport on December 22. Officers found terrorist-related materials in his possession and arrested him.
Libya could become ‘ISIS springboard’ into Europe
UK security services are worried that Libya could “become a second springboard, after Syria,” when it comes to future attacks on the UK and the EU, the BBC reported. 
There are growing concerns that as the anti-ISIL air campaign in Iraq and Syria intensifies, the territory around the Libyan city of Sirte could be the next “enclave” for extremist fighters. Currently Sirte is the center of IS activities in Libya, BBC cited Whitehall officials as saying.
American estimates of ISIL fighters in Libya have been hiked to 4,000-6,000, according to the US State Department and the Pentagon.
Even though there is no clear evidence ISIL fighters are traveling from Libya to Europe, UK officials said, the growth of the number of extremists in the area is a big concern.
“We know it's coming down the track,” one official said. “It's just a question of when.”

Airstrikes delivered in Syria to defeat terrorists are clearly not sufficient enough, but if the US-led coalition deploys ground troops to the country, it would only complicate things, Russian Prime Minister Dmitry Medvedev told Sputnik in an interview.
“It is clear that in order to completely defeat terrorists, airstrikes alone are not enough. The Syrian government forces are fighting against them on the ground. But before making a decision on the deployment of ground forces on Syrian soil as part of the international coalition led by the United States, it is necessary to ascertain whether the Syrian people need this,” Medvedev said.
If ground troops are indeed deployed, this could lead to more casualties and erode chances of finding a political settlement to the Syrian crisis, he said.
“If this is not the case, the operation could complicate the already complex situation in the country, lead to more casualties and destroy the remaining conditions for a political settlement of the Syrian conflict. We believe that the fight against terrorism should be based on international law and a decision by the UN Security Council. At the same time, it is necessary to respect the sovereignty of every state that is within a conflict zone,” Medvedev said.

China Plans to Open 1st 'Meltdown-Free' Nuclear Power Plant by 2017 
China’s Nuclear Engineering Construction Corporation wants to introduce a high temperature, pebble-bed, gas-cooled nuclear reactor, in the Shandong Province, south of the capital, Beijing. The company is planning to bring twin 105-megawatt reactors online that would be immune to meltdown. It is hoped that the power station will start working by November 2017, RT reported.
The Chinese are using a design developed in Germany, though the nuclear reactor which is being built in Shandong will be the first commercial-scale atomic power plant of its kind to be constructed.
“This technology is going to be on the world market within the next five years,” said Zhang Zuoyi, director of the Institute of Nuclear and New Energy Technology, Technology Review reported. “We are developing these reactors to belong to the world.”
The possibility of a meltdown is one of greatest fears of nuclear power, as was witnessed by the fallout following the Chernobyl and Fukushima disasters. Even though the Shandong reactor will operate at very high temperatures, its designers say that it will not suffer from any potential meltdowns.
This is because high temperature reactors do not need external cooling systems, such as the sort that failed at Fukushima. It uses helium gas as the heat transfer medium and runs at temperatures up to 950 °C.
The pebble-bed reactor consists of thousands of tiny pebbles of uranium fuel encased in graphite spheres, which are the size of tennis balls. The graphite coating makes sure that the fuel does not break down even if the temperature passes a certain threshold. If this was to happen, the nuclear reactions would slow, thus making the temperature in the reactor cooler, Technology Review reports.
The fuel’s form also makes it much easier to recycle, which helps to solve problems revolving around nuclear waste.
The costs of building the reactor and producing the fuel have been seen as prohibitive, but Charles Forsberg, an executive director of the MIT Nuclear Fuel Cycle Project, told Technology Review that China’s commitment to nuclear power could make them a viable option.
“There have been studies that indicate that if reactors are mass-produced, they can drive down costs,” he said. “The Chinese market is large enough to make that potentially possible.”
In August, China announced it intended to build a hybrid fusion-fission reactor capable of recycling nuclear waste by 2030, which would make energy production more environmentally-friendly.
Researchers believe that hybrid reactors will be able to generate twice as much electricity as current reactors. These reactors are also believed to be safer as they can be immediately halted by cutting the external power supply.
Current reactors use only fission technology, which means dividing atoms in half while future fusion-fission technology will merge two atoms in one.

Limited British airstrikes on Islamic State (IS) jihadist group targets, carried out by only four jets, are a symbolic gesture of solidarity to the US-led anti-IS coalition, and make no difference in the anti-terror campaign, the chairman of a cross-party working group on relations with Russia in the British Parliament told Sputnik.
British lawmakers voted in favor of expanding the Royal Air Force’s (RAF) anti-IS campaign in Iraq to Syria on December 2. RAF combat jets have since carried out a handful of airstrikes in the Arab republic, the latest in the end of January. The IS terrorist group is prohibited in numerous countries including Russia and the United States.
"Honestly, we only have four planes; I do not suppose that four planes could make a huge difference. This country [Syria] has been already bombed repeatedly so I think with our operation in Syria we are trying to show solidarity," Edward Leigh said.
Leigh placed military efforts against IS below attempts to get the Syrian government, Russia, the United States and other powers to "work together with respectable opposition groups."
Suggestions that last month's vote to approve airstrikes in Syria had more to do with politics are highlighted by reports that RAF jets are significantly more active in neighboring Iraq, where ground forces are regaining land from Daesh with British air cover.
Setting out a case in favor of airstrikes in Syria ahead of the parliamentary vote, Prime Minister David Cameron insisted that RAF jets would make a "meaningful difference" in the anti-IS campaign in the Arab republic.

As far as the surface-to-air missile (SAM)-based defense theory is concerned, it is enough to provide area defense for the key defense industry and military installations at the most probable avenues of approach in low-intensity conflicts , while large-scale military conflicts necessitate area and point defense.
 
The Khmeimim air base is provided with purely point defense (all infrastructure facilities of the base are protected). In addition, its SAM-based air defense resulted from pooling the efforts with the air defense elements of other armed services, particularly the Russian Navy, and the air defense elements of the Syrian Arab Republic. To a certain extent, there is the implementation of the territorial SAM-based air defense principle at Khmeimim AB.
 
Beefing up the Russian SAM element in Syria with a cutting-edge S-400 Triumph (SA-21 Growler) long-range SAM system has considerably improved the AD coverage of the key facility, Khmeimim AB, and allowed reaching targets flying at higher altitudes and speeds. In addition, the AD element’s survivability and immunity has grown sharply in terms of possible fires- and electronic countermeasures-heavy environment.
Russian-Syrian air defense force
According to public sources, the combined Russian-Syrian AD force was deployed in the war zone as far back as November 2015, comprising: 
  • Pantsir-S1 (SS-22 Greyhound) close-in SAM/AA systems;
  • Osa-AKM (SA-8 Gecko); 
  • S-125 Pechora-2M (SA-3 Goa) short-range (SHORAD) SAM systems; 
  • Buk-M2E (SA-17 Grizzly) medium-range SAM systems; 
  • S-200VE Vega (SA-5 Gammon); 
  • S-400 Triumph long-range SAM systems. 
Moreover, a decision was made to add the S-300FM Fort-M (SA-N-20) SAM systems of the Moskva and Varyag (Slava-class) guided missile cruisers in Syria’s littorals in order to augment the air defenses in the wake of the Su-24M’s downing on November 24, 2015. To cap it all, Krasukha-4 electronic warfare (EW) systems were deployed in Khmeimim AB to protect it from hostile air and space reconnaissance assets.
Thus, a task force capable of eliminating hostile warplanes, helicopters, cruise missiles and reconnaissance, EW and other aircraft was formed promptly.
Moreover, Khmeimim AB’s layered SAM-based air defense based on composite Air Defense Force, Army Air Defense and naval AD groupings was established and enabled to handle non-strategic missile defense missions. The latter capability is provided by the S-400 Triumph.
At least three layers are apparent in the SAM-based air defenses of Khmeimim AB.
  1. The first layer is provided by the S-400 and S-200VE long-range systems.
  2. The second one is handled by the S-300FM Fort-M and Buk-M2E medium-range systems.
  3. The third layer is furnished by the Osa-AKM and S-125 Pechora-2M SHORAD systems.
Finally, the Pantsir-S1 close-in systems should be considered to be a means of covering the air base and S-400.
S-400 SAM capabilities
As far as the volume of fire and SAM-based air defense depth are concerned, we should prefer the latter, because it is the most objective parameter of SAM-based air defense. In this respect, the S-400’s 40N6E long-range missile capable of killing aircraft out to 400 km is of special interest. With SAMs like that, the S-400 can cover almost all of Syria and even part of adjacent regions.
Of particular interest to experts is the possible tactical employment of the S-400 SAM system, if the right conditions are right for that. Compared with the S-300 (SA-10 Grumble), the Triumph can destroy a much wider range of threats travelling at a speed of 4,800 m/s, e.g. intermediate-range ballistic missiles with a range of 3,000-3,500 km. It also can handle pinpoint targets and stealthy threats at a range extended by 50% owing to an increase in the power generation capabilities of the 91N6E radar system and 92N6E multirole radar. The introduction of advanced electronic countermeasures (ECM) resistance solutions has boosted the system’s ECM immunity by several times. Finally, its reliability has grown and its size and power consumption have dropped owing to its cutting-edge electronics, sophisticated self-contained power supply and advanced vehicles.
The Russian AD task force in Syria will both prevent new attacks on Russian warplanes and disrupt air strikes by third parties against targets in Syria.

During an interview with German newspaper Handelsblatt, Medvedev warned of dire consequences if the United States and its allies abandon Syrian peace talks in favor of deploying ground forces, Sputnik reported.
"All ground operations, as a rule, lead to permanent wars," he said. "Look at what is going on in Afghanistan and a number of other countries. I don’t even mention the ill-fated Libya.
"The Americans must consider — both the US president and our Arab partners — whether or not they want a permanent war."
All sides should instead focus on implementing peace talks.
"We must make everyone sit down to the negotiating table, and we can do it by using, among other things, the harsh measures that are being implemented by Russia, the Americans, and even, with all reservations, the Turks, rather than start yet another war in the world."
Any direct involvement by foreign players on behalf of the Syrian opposition will only worsen the violence.
"We may differ in our opinions of certain political leaders but it is not a good enough reason to begin intervention or to stir up unrest from within."
Moscow has long-stressed the need to support the legitimate government of President Bashar al-Assad in the fight against terrorism. Working alongside the Syrian Army, Russian airstrikes have had a severe impact on Daesh, also known as IS/Islamic State.
"…We must sit down at the same table, but our partners avoid this," Medvedev said. "That is, there have been some occasional meetings, telephone conversations and contacts between our militaries. But in this situation we should create a full-scale alliance to fight this evil."
The Prime Minister also criticized Europe’s handling of the migrant crisis. The continent is facing an increased risk of terrorist attack because of its decision to open its borders, and this only highlights the need for international cooperation against terrorism.
"Some of these people — and it’s not just a few strange individuals or utter scoundrels, but hundreds and possibly thousands — are entering Europe as potential time bombs, and they will fulfill their missions as robots when they are told to," he said.
"We are not trying to rule the world or impose our regulations on it, though we are accused regularly of having such ambitions” he added. “That is not so — we are a pragmatic people who realise that no one can shoulder responsibility for the whole world, not even the United States of America."

The minister however noted that Moscow expects that the agreement with the US on military cooperation in Syria reached at the Munich meeting of the ISSG will allow the creation of a joint front on the fight against terrorism.
"Our fight together with the Syrian government will continue. We expect that the principally important agreement that finally the Americans will cooperate with us in the military sphere will allow coming closer to a task that the president has set - the establishment of a truly joint front against terrorism," Lavrov said.
Russia’s top diplomat made the statement on the sidelines of the Munich security conference opening in Bavaria’s capital on Friday.
The 52nd session of the Munich security conference that brings together senior decision-makers from around the world is due to discuss the Syrian crisis, the Ukrainian conflict and the migration crisis in Europe.
At the conference Russia is represented by Lavrov and Prime Minister Dmitry Medvedev.
At the meeting in Germany’s Munich on Thursday, the participants of the ISSG, consisting of around 20 countries, including Russia and the United States, agreed to ensure ceasefire in Syria within a week. A working group co-chaired by Russia and the US will be set up to this aim that will develop "modalities" of a ceasefire.
Russia's military operation in Syria
Russia’s Aerospace Force started delivering strikes in Syria at facilities of the Islamic State of Iraq and the Levant and Jabhat al-Nusra terrorist groups (both banned in Russia) on September 30, 2015. The air group initially comprised over 50 aircraft and helicopters, including Sukhoi Su-24M, Su-25SM and state-of-the-art Su-34 aircraft. They were redeployed to the Khmeimim airbase in the province of Latakia. On October 7, Moscow also involved the Russian Navy in the military operation. Four missile ships of the Caspian Flotilla fired 26 Kalibr cruise missiles (NATO codename Sizzler) at militants’ facilities in Syria.
Since 2014, the US-led coalition has also been delivering air strikes against militants in Syria and Iraq.
In mid-November, after an alleged terrorist attack on Russian passenger jet that fell in Egypt killing 224 people on board, Moscow increased the number of aircraft taking part in the operation in Syria by several dozen and involved strategic bombers in the strikes as well. Targets of the Russian aircraft include terrorists’ gasoline tankers and oil refineries. Russia’s aircraft have made thousands of sorties since the start of the operation in Syria, with over a hundred of them performed by long-range aircraft.
On November 24, a Turkish F-16 fighter brought down a Russian Sukhoi Su-24M bomber involved in Moscow’s military operation against the Islamic State (a terrorist group outlawed in Russia).  Ankara claimed the warplane violated the Turkey’s airspace. The Russian Defense Ministry said the warplane was flying over Syrian territory without violating Turkey’s airspace. The Russian president referred to the attack as a “stab in Russia’s back” and promised that the move would cause response action from Russia. Moscow deployed new S-400 air defense systems in Syria in order to protect the warplanes involved in the military operation and started arming the fighters intended to provide air support to bombers and attack aircraft in Syria with air-to-air missiles.

Syria: Russian PM warns of world war if troops sent in

 

Russian Prime Minister Dmitry Medvedev has warned that the deployment of foreign ground troops in the Syrian conflict could result in a world war.
Medvedev was quoted as saying in an interview published late on Thursday by the German newspaper Handelsblatt that "a ground operation draws everyone taking part in it into a war".
When asked about a recent proposal from Saudi Arabia to send in ground troops to Syria, the Russian prime minister answered that "the Americans and our Arab partners must consider whether or not they want a permanent war".
Al Jazeera's Rory Challands, reporting from Moscow, said Medvedev's comments were an explicit warning to the United States and its regional allies, including Saudi Arabia.
"He basically told them to back off on sending troops because if they did, this might result in some sort of interminable or even a world war."
Medvedev also criticised Western powers' refusal to collaborate with Russia in Syria. The prime minister said ties at the level of defence departments were only sporadic.
US Defense Secretary Ashton Carter, meanwhile, welcomed a commitment from Saudi Arabia to expand its role in Syria against the Islamic State of Iraq and the Levant (ISIL) group.
At a gathering of more than two dozen defence ministers at NATO headquarters on Thursday, Saudi Arabia renewed the possibility of sending ground forces into the conflict.
"Saudi Arabia's defence minister ... indicated that the kingdom is reinvigorating its commitment to the coalition air campaign, which is very welcome news, and contributing in other critical ways on the ground," Carter said after the talks in Brussels.
Saudi Arabia's Brigadier General Ahmed Asseri said his country was ready to send troops into Syria if there was a consensus in the anti-ISIL coalition. But he declined to elaborate, saying: "It is too early to talk about such options.
"Today we are talking at the strategic level." 


 

The fight for equal education in Israel

  A group of young girls play in a colourful plastic house in the playground of a small kindergarten in Jaffa, all wearing pink sweatshirts and with brown curls encircling their curious faces.

It looks like any kindergarten, but in contrast to most of them in Israel, Jewish, Muslim and Christian children play together here.
The kindergarten, which serves students between the ages of three and six, opened less than three years ago, with an initial intake of 38 children. Today, that number has risen to nearly 140. 
Ilan Grosman, whose three-year-old son, Jonah, recently started in the kindergarten, says mixed schools are a good step towards overcoming years of conflict, mistrust and fear among Jews and Palestinians in Israel. He says he is excited to see his son make friends from various cultural backgrounds. 
"It's amazing. He comes home and says 'Me and Mohammed played', 'We shared food' or 'We fought with each other' like normal children do. Or he says, 'I want to be Christian because I like Christmas.' This is the only way to live - to break all the old stereotypes," Grosman told Al Jazeera. 
Formally, the public school system in Israel is divided into several different tracks: one for orthodox Jews, one for secular Jews and one for Palestinian Christians and Muslims. The Jaffa kindergarten - which is among six public educational institutions throughout the country run by an organisation called Hand in Hand - is part of an unofficial, fourth, bilingual and mixed track.
Hand in Hand established its first kindergarten in Jerusalem in 1998, and has since expanded it into a school going all the way until the 12th grade. Most of the other Hand in Hand institutions, some of which operate inside existing public school buildings, only offer kindergarten or first-grade classes.
"My oldest has been part of [the Jaffa kindergarten] since she was three years old. I think it has become natural for her to be among everybody. She doesn't distinguish and she loves it," said Honey Shamy, a Palestinian Christian mother. 
Shamy's eldest daughter, Samia, who is five, is ready to start primary school in the fall. Shamy, along with other parents with children of the same age, wants her to continue in the same bilingual track - but local authorities have not welcomed the idea. 
Last year, the Tel Aviv-Jaffa municipality agreed to open two first-grade classes for the community within the framework of an existing Hebrew school, but with guidance from Hand in Hand. Just weeks into the school year, however, a controversy erupted after the school refused to allow students time off for the Muslim holiday of Eid al-Adha. Parents raised concerns that if even religious holidays could cause disputes, how would the school tackle the teaching of serious issues, such as the Israel-Palestine conflict, as their children grew older?
"We want an equal school with equal rights for everyone - Jews and Arabs - not a Hebrew school, in which the Palestinian children will not feel comfortable," Grosman said. "The municipality says it is a long process, but we believe it's a short one. They just have to make a decision."
Assaf Zamir, the deputy mayor of Tel Aviv-Jaffa, told Al Jazeera that while the municipality supports the ideology behind the Hand in Hand school system, it cannot give complete autonomy to any group of parents or any organisation within the public education system.
"The whole thing you are talking about is a few parents, who think [the formal schooling options are] not good enough and want to move and get freedom. But you can't be in the public sector and have absolute freedom; it doesn't work like that," Zamir said.
Last month marked the deadline for registration for the new school year, and many parents whose children participated in the Hand in Hand programme told Al Jazeera that as the Hebrew school did not meet their expectations, they were instead enrolling their children - both Jewish and Palestinian - into an Arab school for the upcoming year.
While negotiations with the municipality in Jaffa are still ongoing, Nadia Kinani, one of the founders of Hand in Hand and the headmaster of the Jerusalem school, said she was optimistic.
"It's unbelievable that parents have to push for this, have to fight for it instead of the government saying, 'OK, we are going to offer this choice'," Kinani told Al Jazeera. "It's incredibly important that there is this option in every area. Not every school has to be like ours, of course, but you have to have the choice to attend this kind of school."
The debate comes at a time, however, when critics warn that Israel's right-wing government is cracking down on multiculturalism in the Israeli education system. In December, Education Minister Naftali Bennet banned a Jewish-Arab love story from being used in Israeli high schools, and a new civics textbook has drawn accusations of being "ethnocentric" towards Israel's Jewish religious right.
Kinani said she remains concerned about some of the radical sentiment in Israeli society, noting the Jerusalem school experienced an arson attack by right-wing fighters a little over a year ago.
"We are not disconnected from what is happening around us. It affects us and we have to deal with it," Kinani said. "But what we are seeing is that because of it, more and more people are coming to us - because we give hope, we give an alternative, and they want to be a part of that. Now we have an even longer waiting list than did in the past, because people want to choose this."



Controversy over church to mosque plan in Chicago

 

Proposals to convert an abandoned Christian church into a mosque have met opposition from residents of a suburb outside of Chicago, evoking bitter memories of two prior battles in which Muslims sought to get local community support for new mosques - one in nearby Palos Heights in 2000 and another a few miles away in Orland Park in 2004. 
Officials from the Muslim American Society (MAS), which has chapters across the United States, bought the vacant First Church of Christ, Scientists, on 12300 S 80th Avenue in Palos Park, Illinois, and said they hope to open in the summer.

Although Muslims in the southwest suburbs of Chicago have several mosques to choose from, MAS officials say that the community is expanding rapidly and another mosque is needed to serve it.

But it seems that not everyone agrees.

'American, just like them'
Anonymous flyers distributed to homes near the proposed Palos Park site warned that an Islamic centre in the area would undermine home values and create traffic congestion.

The flyers, left in mail boxes and in some cases on doorsteps, perplexed MAS officials, who said that their goal was merely to utilise a building that already has government approval to be used as a religious centre.

"We are surprised because we are so involved and engaged in the local community," Oussama Jammal, a spokesman for MAS and a vice president of the Bridgeview Mosque Foundation, told Al Jazeera.

"I think it is just one or two people who are distributing these flyers trying to stir things up. We have no problem with people expressing their opinions and welcome the opinions. We want to meet with our neighbours, though, and explain who we are and what we want to do. We're American, just like them."

Jammal explained that MAS chose the building because it was vacant and for sale, but also because it was already "zoned" - government approved - to be used for religious purposes. Religious institutions get special government benefits.

"We have been working together for years to fight for the rights of American people. We supported the healthcare. We worked with Kid Care which helped children get insurance in the state," added Jammal, who explained that he works with United Power for Action and Justice, a non-partisan community organisation.

"The group includes Christians, Muslims, Jews ... and many other groups who live in this region and we have been involved in many social issues to make our communities safer in fighting street gangs, to fight for better education, to obtain healthcare, and support legislation to help the disabled. This isn't about a religion. It's about being a part of the this country."

At a public meeting on February 8, local government officials denounced the flyer and described Muslims as "neighbours". But some of the local residents in attendance seemed to share the concerns expressed on it. Despite these complaints, Village of Palos Park officials have said that the municipality will not block the opening of the mosque.
Jammal said he does not believe this is an issue the local government should interfere with.
"We are part of the larger community to protect our streets, protect our youth. This is what the Muslim community is about. Unfortunately, the people don't know what we do."

 
In 2000, when hundreds of local residents opposed the opening of a mosque in Palos Heights, officials blocked the sale of a church property that had been on the market for five years.

The Palos Heights mayor at the time, Dean Koldenhoven, had supported the proposal to open the mosque but was overruled by the City Council. Despite being elected with a strong majority in 1997, he was voted out of office in 2001 after the mosque controversy, drawing only 14 percent of the votes.

"I am not surprised by some opposition to the mosque but it is not anywhere near what it was 16 years ago," Koldenhoven told Al Jazeera English.

"These complaints are the same complaints we always hear. They have no basis."

Koldenhoven said that he believes residents of the Chicago suburbs have become more accepting of Muslims and blamed the controversy on a handful of anti-Muslim activists.

Koldenhoven was awarded the prestigious "Profile in Courage" Award in 2002 by the John F Kennedy Presidential Library and Museum in Boston, in acknowledgement of the position he took over the mosque.

John Mahoney, the current Palos Park mayor, criticised the flyer and its accusations as "cowardly".
The Orland mosque, which was opened in 2004, received support from the Village of Orland Park, but the property has been vandalised many times, and on several occasions in 2014 and 2015 shots were fired at its golden dome as worshippers prayed inside.
Opposition to mosques has been documented across the country, in part fuelled by political attacks and comments by public figures including, most recently, presidential candidates Donald Trump and Ben Carson.

The Council on American Islamic Relations (CAIR) issued a report noting that 2015 had the highest number of reported cases of vandalism against mosques and Islamic centres in the country.
Last year, residents of Sterling Heights, near Dearborn, which has a large Arab and Muslim population, blocked the building of a mosque. Among those who opposed the mosque were many non-Arab Christians (Chaldeans) from Middle Eastern countries such as Iraq.
Chicago's southwest suburbs have two large domed mosques. The Mosque Foundation in Bridgeview was built in the 1980s in what was then an industrial zone. Today, it has become a magnet for Muslim worshippers and some homes in the area have the Muslim shahadah, the declaration of faith, in cement by the entrance. 

As well as warning about traffic and reduced property prices, the flyer opposing the opening of the Palos Park mosque highlights the possibility of people from outside of the community coming in, of "large Muslim families moving into your neighbourhood - some of these ... have 20 people living in a single family home" and "more women at the Palos Heights Pool with burkas, these women go in the pool with their garments on".
The former church is, however, located in a remote area near to one of the region's largest hospitals and just a few blocks from a train station.

Jammal says he believes the conversion of the vacant church into a mosque will proceed without government interference and is hopeful that Muslims there will be able to work with residents to help them better understand that "we are no different than they are: just Americans who wish to practise our faith".
